The City of Lost exists as the dreams of the city of New York, not of the people, but the buildings themselves. The discovory of this little pocket dimension by Ravenn had been a complete accident as his former home had generally been rooftops and eaves of both office and residential districts of New York on a general basis. On first discovory of the building's dreamland, Ravenn had found the lost criminals and children that had dissapeared from the city streets over the past ten years, nolonger capible of remembering who they were, where they had come from, and were generally in a disarray of infighting for the minimal food and water found within the side dimension. As time went on and Ravenn used his Shadowlord capabilities to make doorways that traveled to and from the shadows within Lost, more people began to cross over the borders between their reality and Lost's reality. Unless they were found quickly and oriented within the city, these people quickly lost their minds and became shells of their former selves, becoming primitive in their instincts and actions, fighting for fightings sakes and taking whatever they could. After several new encounters and Ravenn's questioning, the city was named 'Lost' due to the amount of people who were beign sucked in by the city when people had lost their way or were being chased under dire circumstances and prayed to 'get lost' in order to escape.
Over time, Raven began using the city to test the limits of his own capabilities. Experiments were preformed on the local life forms, some with innocent reasoning such as pushing someone until they snapped just to see how it would affect the immediate atmosphere, others with malicious intent such as creating beasts from blood and shadow to rampage through the city, destroying themselves and every living thing around them until the magic reached its limit and imploded. As the population of Lost citizens continued to grow, however, Ravenn found himself carving crude symbols and empowering them with archaic sheilding spells, protective wards and trap spells against the nastier citizens who found their way into his home and tried to destroy his 'food' flock. Gradually, as these wards spread around the borders of Lost, the city's dream began to consume mroe territory, dragging in entire city blocks of unwilling patrons into the fray and began a power squabble amongst those who retained enough of their minds to remember they'd been fighting for something.
What had once been just a few blocks of a twisted dream have gradually evolved to covor more than jsut a simple city proper, and the buildings seem to be revolting against their 'Real' coutnerparts by extending their dream over neighboring cities and breeding more pockets to connect to Lost. Not all the pockets have come peacably. Many have had controlling powers of their own. Sub-demon lords, Vampire covens, Human gang wars and supernatural creatures of disease and plight carved their way into Ravenn's sub-reality and fought against his claimed Lordship. In times of war and battle, Ravenn has managed a state of Acceptable Crime within his lands, dictating to those who wish to Ally with him about servicing the drug addicts with pure content rather than laced or watered down goods, abolishing child abuse and slavery, and threats to crush anyone on a murderous rampage that would negitivly affect the general Lost population. The latter he has included himself in, at the request of his Carrion cult, which is charged with the duty to keep him in check when the time comes.
